There are laws in place that would still require some rules, namely the personal info one...there are disorderly conduct laws though I don't know if anything like that restricts internet behaviour...still, Rob probably isn't going to want to be liable for pedos and whatnot.
For a site that's supposd to be "suitable for all ages", simply having a no rule chatroom (or forum) without any sort of restriction to access it suddenly makes this site unsuitable for all ages....just think of a 9 year old walking in on cybering and swearing and bullying and links to NSFW all over the place, only with a few red words (that he/she would likely gloss over) as warning.
It's just a bad idea in whole. If you want to act like a moron without any self control then go to SN.

I don't see what could go wrong besides the dangers of safety precautions outside of Plaza and whatnot.
