Yes, hashtags are annoying, especially used in websites that doesn't even use them.
A perfect example is this website.

No. Bullying is the use of physical force or threats to intimidate, receive dominance, or to make their victim do something unwillingly.

Trolling is not, and SHOULD not be considered as bullying. People need to stop being so fragil and not take insults from a total stranger so personally.
