If you mean profile picture, then you have to be on 3DS / PC to do it. Or if you have 3DSDraw, you could create one.

If you mean images that goes on your profile and stuff type the following;

[ img]URL here[/img]

or

[ simg]URL here[/simg]

No spaces.
