User1: Hey, I think I found an alt!
[Mod]User2: Ok, what's the name?
User1: User3.
[Mod]User2: Ok. Let me check it's IP.
[ Checks IP ]
[Mod]User2: There is no alternative account. You're banned!
User3: Hey, I just switched my IPs.
So mostly, if a person claims another person is an alt. Like if it's really easy to tell, "the alt" can switch IPs / use proxy and then get the reporter banned.
