As for the apps, there's already a PM Conversations Viewer, and the IconShop isn't coming back.

What if someone wanted to talk to one of their bestest friends irl who lived across the country(moved) and they're too young for emails, FB, etc. They didn't have a phone, only a 3ds. Maybe they were talking about some private things (like maybe the towns name changed, school changed etc) you'll be stalking them. Finding out their school, where they live, etc. you could expose all this to the public, and many PM's will cause LOTS of drama.
