No, since that would change things. Say if you make a thread, people ask to close it and list good reasons to close it. For example.
topicuper Mario 3d land review
Thread: sm3dl is awsum1

Comments:
Close request
Reason: not clear/descriptive

Then someone just deletes that comment, thus, not giving user an opinion.
Or say someone makes a thread, a user disagrees. The maker can delete the comment to make it seem like everyone agrees
