Well, if you manage to get a blank canvas (metaphorically speaking), you can use whatever programming language you want (as far as I know) to create a website. But you can't fiddle with the programming on the 3DS firmware itself, or any of the applications and games. Basically, you're stuck with just the Internet browser.
