This is just a rough idea

Okay, so you know how there are themes? Well. Make an app where you can customize your theme(for 3DS & DSi), or where you can customize your homepage. There will be an app for each system, and you can make it any way you'd like. You can import pictures from 3DS, DSi, and PC as well, making this theme.

Anyways, it's just an Idea. I know it's a lot of work, but again, Idea. ~
