I think I'd have to agree with Anthony on this.

Though I also agree it's important to not make those who didn't win not feel bad, that's no excuse to include a site that "has potential" over ones who currently are better (that's just my opinion). If anything, at least give other runners up an honorable mention.

In addition to that, why would those categories (beginner, intermediate, etc.) even be necessary if you didn't judge within each category? Ex: top 3 beginner sites, top 3 intermediate sites...
That way each site could have had it featured in some way, potential of not.

I know this isn't a contest for a prize or anything, but personally, I'd have to say that the judging seems a bit poorly thought out.
