Nice idea, but there should be a way other than "flag.." Anyone can randomly flag users and practically spam the admin/profile mod with the flags. :/
But with the rest, YES. I like it! :3

Requests to move to developing forum should only be issued by developer. Said developer then takes full responsibility for completing the task. Also, it's not wanted forum, it's the "We want your suggestions about XXX" forum.

SomeLuigi is changing in 2015.
