Swagger was recently banned by smogon, and I'm trying to make this as far as smogon as possible while keeping fair rules, but we can ban this.
Confuse Ray will be kept as it is only temporary, and only has a chance of actually affecting battle, such as full paralyzation.

Battles below tiers OU and Ubers are to be held here. (Tiers according to smogon) BL's will be allowed for now.
So all OU mons along with Ubers are banned. This leaves:
UU- Under Used
NU- Never Used
RU- Rarely used
BorderLine- The limbo between UU and OU.
Along with Little cup and NFE.
Bans:
No evasion moves
Swagger
Kangaskhanite
(Polls to ban mega's can be held)
