I will never consider THIS art. It's made to be produced quickly and cost-efficiently.
I'm not saying all anime art is . Just a lot of it. There are some beautiful pieces out their done in anime styles.

Yeah the animation there is pretty bad ngl. Anime is actually really expensive to make so they gotta cut corners. There are plenty of things you could call "art" that don't have the most mind blowing animation such as Shinsekai Yori or Yojouhan Shinwa Taikei. EDIT: Those might actually be bad examples since they're both really stylized

If you want real nice art look at the likes of Madhouse, Ufotable, Kyoto Animation, or Shaft. (A-1 Pictures has done some nice stuff too)

Btw, if any of you are into surrealism I recommend Cat Soup.
