Since the other people who have made the suggestion lack influence, let me make a statement regarding your choice of name for this new system.

It's retarded. I am aware that you are free to name it anything you like, as it is your idea and you have full control over how it is executed, but for the love of Christ, I'd like to think we run a respectable institution here, but your NargaStrikes are killing this vibe for me.
I don't think you will opt to change the name, but I'm doing this to let you know what I think about it.

Also, how can "other users" organize reports when they're not community managers? Why should they organize reports? Is this a way of making unofficial community managers? I'm rather confused about how you're considering that to work....

As I already mentioned, choosing some but not all moderators to handle the reports gives rise to a problem. In fact, seeing as to how the subject of the reports pertains to the moderators, choosing any moderator to handle the reports would prove problematic for one simple reason.
What happens when the report is about a Nargacuga?

Although you may say otherwise, it is a fact that someone who is involved in reviewing reports would be part of a small circle of select users who are least likely to be demoted.
For example, suppose Lani and you are in charge of this new system. Should you come across a report which is about Lani, you would have more reason to question the validity of the report's content than if it were about, say, me. This is due to her position. She would not be expendable, no, because you can choose literally anyone to do this job, but it is because she already has the job that she wields more power, credibility, and partial impunity. By extent, and to a greater degree, you yourself are affected by this. Not just because you review the reports, but because you are the one who created the system and you're a community manager, which goes without saying. Therefore you can choose to discipline yourself.
Ultimately, as Lani said, Nargacugas could potentially become pseudo-CMs.

These are the limitations of your system. Of course, ideally, a single person, you, would take care of everything. However this may be too heavy a burden for a single person to bear. If such is the case, I do recommend other users be recruited. I deem it necessary for some things to be sacrificed for the sake of efficiency.

If the burden is in fact too much and he were to say something to Rob (either that he can't handle it, or that managing the community can't be done alone) then Rob would most likely add someone else as CM. It would be official, and we wouldn't have to deal with these sloppy rogue tactics.

Contrary to popular belief, Rob hasn't abandoned us. I have no doubt that he would help fix something like this; but that's ultimately up to Sack.

No disrespect, but I don't think this idea is convenient...or good, in general. It just seems inefficient and likely to rise bias, if the report account is to actually be shared. If it's just used as Sack's personal repertoire of reports, then it's no big deal...which is probably all it is.
