Pikachu has 55 attack and 50 special attack. 55 x 2 = 110. 50 x 2 = 100.
Rayquaza has 150 attacking stats.

Raichu is different to Pikachu.
Raichu is fast and has slightly better defences, with decent attacking stats that go well with a choice item.
Pikachu is slow, very limited in item choice so you cannot scarf it and frail. Sure, with the Light Ball it has slightly more offences than Raichu, but the only thing it can do that will OHKO is Volt Tackle spam, and it's HP stat is HORRIBLE. Raichu with a Life Orb or choice item is so much better.
