IV's are for people that have the patience to breed, but it's essentially a guarantee that no two Pokemon will ever be exactly the same in all stats. The only effect IVs have other than determining stats is determining the type of Hidden Power the pokemon has. You can determine a Pokemon's highest IV by either looking at characteristics or using an IV Calculator to determine all their IVs.

EVs are essentially a way to maximize stats, thus, a Cobalion EV trained in Speed for example, even if it's a small investment, will always be faster than one that has no speed investment. In order to get the most out of your EVs, you have to make sure the amount you invest is divisible by 4, because the EVs are rounded down in Stat calculation. You also have to remember that a Pokemon can only have a maximum of 510 EVs.

If you want to troll, I suggest using Sableye with it's hidden ability. It give it priority to status moves, meaning it can use Recover, Toxic, Confuse Ray, ect. all before the enemy gets a chance to move.

^ I shall dub that the PD Glitch. It seems that whenever a page of posts get deleted, it forms a blank page when the thread exceeds some 60 or so pages.
